<p>Our comprehensive consultation process with the grassroots game has been enhanced by a study into playing formats for youth players across other European nations, which has been complimented with our own research and testing.</p>
<p>As a result, from the start of the 2026/27 season, we are planning to introduce new updates to the game, with some planned adjustments to the ages and stages of formats in youth football. We are taking these steps to help maximise activity levels and the technical skill development of all young people.</p>
<p>We will also be introducing a new entry format for the youngest players in the pathway, where they will have more time with the football, increased time on the pitch, and greater variety in their football experience.</p>
<p><strong>Our ambition for the grassroots game:</strong></p>
<p>• We are committed to being at the forefront of positive change, ensuring we provide a game that every young player can love, and enables them to reach their full potential</p>
<p>• This means continuing to evaluate and refine the football offer for youth players to ensure it remains the activity of choice for current and future generations</p>
<p>• Our ambition is to provide a safe, enjoyable, and active game for every young player, every week, with increased physical activity and more touches of the football to improve their technical ability.</p>

<p><strong>Our research and insight with the grassroots game:</strong></p>
<p>• Our extensive research into best practice includes a study of youth football in over 40 European countries looking at their structures and approaches, helping us compare and learn from our counterparts</p>
<p>• Developing our understanding of the impact of proposed adjustments has included a partnership with Liverpool John Moores University through which we studied more than 400 grassroots games, from U6-U14, allowing us to better understand the technical and physical returns of different playing formats</p>
<p>• We have engaged regularly with grassroots stakeholders through a comprehensive consultation process. This has included face-to-face meetings and online surveys as part of our ‘a conversation about our game’ national consultation</p>
<p>• We have also gathered views from County FAs, clubs, leagues, players, coaches, parents and match officials from across the grassroots community.</p>
<p><strong>Next steps:</strong></p>
<p>• Over the next 18 months, we will continue to work with the grassroots game to help everyone understand the changes and how they will be implemented from the 2026/27 season</p>
<p>• More details will be provided to the grassroots game in early 2025 and we will be delivering briefings across the country in the Spring.</p>
<p>The FA’s Director of Football Development, James Kendall, said: &#8220;It has been brilliant to hear from the grassroots football community on the future of youth football and to understand how we can continue to improve the playing experience for young players enjoying the game.</p>
<p>&#8220;Our approach is very much about evolution, not revolution, and we believe that by introducing a new entry format for young players and adjusting the formats played by age groups, we will further improve youth football in England so it can continue to provide an enjoyable, developmental and inclusive experience for everyone involved.</p>

<h2>The current provision of youth football in England from U7s to U18s to be assessed, with aim to identify new and exciting ways to improve the grassroots game for all young people</h2>

<p><strong>A project will be carried out to explore the future of youth football in England, which will help to identify new and exciting opportunities to improve grassroots football for young players across the country.</strong></p>
<p>In early 2023, we will engage with the grassroots football community to assess the current set up for different age groups between U7s to U18s and explore if any further improvements can be introduced to help better support children’s developmental needs and serve the game at this level.</p>
<p>County FAs, clubs, leagues, players, coaches, parents and match officials from across the grassroots community will be consulted during this process and will be asked for their views on many areas, including playing formats and game rules to ensure every young player is physically active and given the best game to play for their age and stage of development.</p>
<p>Our ambition is to provide a safe, enjoyable and active sport for every child, every week, while ensuring football plays its part in improving the health of the nation by increasing the levels of engagement, physical activity, skill and technical development for every young player.</p>
<p>Further details will be communicated to the grassroots community for consultation in early 2023.</p>
<p><strong>Our director of football development, James Kendall</strong>, said: &#8220;As the governing body of English football, one of our primary objectives is to serve the game. While playing levels are strong across the game, it is best practice for any sport to analyse participation and provision at points in time, to future proof the game – as other nations across the world are doing.</p>
<p>&#8220;This is an exciting opportunity to fully evaluate grassroots youth football in England and identify new and innovative ways to best support the players, officials and volunteers.</p>

<p><strong>The Pokémon Futsal Youth Cup by England Football</strong> is a national futsal competition open to clubs across England. It’s open to boys and girls in the under 10s, under 12s, under 14s and under 16s age groups. Once your team is registered, your County FA will be in touch to explain the qualifying heats. From there, they have the opportunity to progress to a Regional Tournament and then the National Finals.</p>

<p>All you have to do to take part is register your futsal team by filling in a simple online form, which you can access <a href="https://the-fa.com/FutsalCup"><strong>here</strong></a>. Be sure to register before the closing date of 31 October 2021.</p>

<p>As you register your team, you will also be in with the chance for a <strong>Pokémon Kit Bag</strong>. <p><strong>Play Safe is football’s national campaign to focus attention on the vital importance of safeguarding in our national game.</strong></p>
<p>Thank you for all of your collective efforts regarding the planned Play Safe Weekend on Saturday and Sunday 1 and 2 October 2022, helping drive greater awareness of the safeguarding practice and culture in your club or organisation.</p>
<p>The campaign is officially supported by the NSPCC as well as the Premier League, EFL, Barclays Women’s Super League and Barclays Women’s Championship. It’s also being backed by every other level of the game across England.</p>
<p>This year’s focus remains on the key role of parents/carers in safeguarding, with two main messages being conveyed:<br />
• Are you aware of the vital safeguarding role you play in football?<br />
• Please take the new, short and free safeguarding course specifically developed for parents/carers, which can be accessed <a href="https://thebootroom.thefa.com/learning/qualifications/safeguarding-awareness-for-parents-and-carers">here</a>.</p>

<p><strong> </strong><strong>Importantly, encouragement to take the new course has come from FASSSAG – The FA’s Survivor Support and Safeguarding Advisory Group:</strong></p>
<p>“We have inputted into the course and helped frame its key messages from our collective experiences. It’s vitally important to us that every parent/carer understands the role they need to play in football. Taking this course can make a real difference – we are asking every parent/carer to commit to help ensure football is ever-safer.”</p>
<p><strong>The support of FASSSAG has been welcomed by FA chief executive Mark Bullingham, himself a parent and youth football coach.</strong></p>
<p>“The FASSSAG has been important in helping us create our new strategy moving forwards and we really appreciate their input into the new course.  I have taken the new course and encourage all parents/carers across football to take it too.</p>
<p>“Ultimately, safeguarding is everyone’s responsibility. We all need to ensure that everyone involved in football – particularly children and young people – has a consistently safe and positive experience of our great game. Play Safe reminds everyone of that responsibility and keeps safeguarding front of mind, which is exactly where it should be.”</p>
<p><strong>Michelle North, Service Head of the NSPCC’s Child Protection in Sport Unit (CPSU), said:</strong> “Children and young people have a right to enjoy all sports including football with the confidence they will be safe. Everyone involved in sport has a role to play in preventing abuse, and so we’re pleased The FA is putting a spotlight on safeguarding in football through the Play Safe weekend, which runs ahead of our own <em>Keeping Your Child Safe in Sport Week </em>3-9 October.</p>
<p>“We know from our experience that parents and carers can play a crucial role – and we’d encourage anyone whose children play football to check out the new online course. If anyone who has concerns about the safety of a child they can call the NSPCC FA-designated helpline on 0808 800 5000.”</p>
<p>To help all parts of football support Play Safe 2022, various digital and print resources are being distributed as well as links to two short films, which you’ll see on this page from the Play Safe weekend onwards.</p>
<p><strong>As FA head of safeguarding Sue Ravenlaw says:</strong> “Play Safe demonstrates that across the game we are all united in the intent to keep children and young people safe in football.</p>
<p>“As adults it&#8217;s essential that we all work together – including with parents/carers – to create positive football settings where children thrive and feel confident to speak up if they are not feeling ok.</p>
<p>“Backing the Play Safe campaign gives clubs and leagues a particular moment, early in the season, to talk with parents/carers, players, coaches, managers, first aiders and spectators and reinforce their safeguarding practice and what’s expected of everyone involved.</p>
<p>“There are robust reporting systems in place across the game and The FA has a professional Safeguarding Case Management team.  The Premier League and EFL Safeguarding Standards, as well as the Safeguarding 365 Standard for County FAs, emphasise the everyday place safeguarding has in football. Premier League and EFL clubs and County FAs, are independently assessed to ensure safer working practice is continuously evolving across the country.</p>
<p>&#8220;Play Safe naturally aligns with and shows our support for the NSPCC’s <em>Keeping Your Child Safe in Sport Week</em> campaign.”</p>
<p>So whatever your role in football – whether an active participant or an administrator – please remember<strong> safeguarding is <em>everyone’s</em> responsibility</strong>.</p>
<p>For example:</p>
<p><strong>If you’re a coach working with children:</strong><br />
• Is your DBS Check up to date?<br />
• Are you up to date with The FA’s ‘Safeguarding Children’ course?<br />
• Do you regularly check-in with your players and help them to feel safe to share their thoughts and speak up about any concerns?<br />
• Are you following safe practice when communicating with under-18s for example via social media and in your coaching sessions?</p>
<p><strong>If you’re a board or committee member at a club or league: </strong><br />
• Have you taken or refreshed The FA’s ‘Safeguarding for Committee’ members’ course?<br />
• Does your club have a formal welcome process for new players and their parents/carers?<br />
• Are all your club’s safeguarding policies and procedures up to date?<br />
• Are your club welfare officers contact details widely available?<br />
• Is safeguarding a constant item on your main meeting agendas and in your club’s day-to-day practices?<br />
• Does your club encourage openness and ensure that members adhere to the codes of conduct and acceptable behaviours?</p>
<p><strong>If you’re a parent/carer:</strong><br />
• Do you know your child’s club welfare officer?<br />
• If so, do you have their telephone number in your phone, as well as that of the NSPCC?<br />
• Are you up to speed with your child’s club’s safeguarding policies and procedures?<br />
• Have you taken The FA’s free online ‘Safeguarding Awareness for Parents/Carers’ course?<br />
• Do you regularly check-in with your child to see what they are enjoying/not enjoying and why?</p>
<p><strong>If you’re a club or league welfare officer:</strong><br />
• Do you know who your County FA Designated Safeguarding Officer is?<br />
• If so, do you have their telephone number in your phone?<br />
• Have you reviewed your club’s or league’s safeguarding policies and procedures recently?<br />
• Are you proactively encouraging parents/carers to do the free FA ‘Safeguarding Awareness for Parents/Carers’ course?</p>

<p><strong>If you are worried about a child, it’s vital you report your concerns. Doing nothing is not an option. It’s also important you stay calm, and if any child is present, reassure them they are not to blame. But don’t make promises of confidentiality or outcome.</strong><br />
<strong><br />
<em>There are five ways to report a concern:</em></strong></p>
<p>1. To your club or league designated safeguarding officer – please find out from your club who these people are;<br />
2. To your County FA designated safeguarding officer. Click here for a list of County FA contacts;<br />
3. By emailing The FA safeguarding team at safeguarding@TheFA.com;<br />
4. If urgent and you cannot contact your club, league or County FA designated safeguarding officer, you can contact the NSPCC Helpline for expert advice and support on <strong>0808 800 5000</strong> or <strong>help@nspcc.org.uk</strong>;<br />
5. If it is an emergency because a child or children are at immediate risk, then call the Police or children’s social care in your area.</p>

										<content:encoded><![CDATA[<p>The University of Essex and Birmingham City University have joined eight existing universities, which are partnered with England Football Learning, to offer support for women’s and girls’ football coaches at specialist Women’s High Performance Football Centres [WHPFC] across the country.</p>
<p>The centres provide an educational and community-based hub to recruit, develop and deploy coaches and the wider workforce to lead and inspire player development within the women’s and girls’ game. They will further provide a link with the player pathway to help talented players, who will benefit from coaching, sports science, sports medicine and scholarship opportunities in an academic and community environment.</p>
<p>The addition of Essex and Birmingham City University is part of The FA’s ongoing commitment to develop coaches within women’s and girls’ football. The existing eight universities have renewed their partnership to continue operating Women’s High Performance Football Centres until July 2024</p>

<p>In these areas, clubs from across the football pyramid and women’s football academies will benefit from the partnership by the recruitment of coaches, and the wider workforce, with the Universities providing a wide range of student placements from strength and conditioning, sport therapy, performance analysis, marketing, media and business management.</p>
<p><strong>FA Women’s Pathway Coach Developer Lead, Abbie Sadler</strong> commented: <em>“It’s brilliant to add two new partners to our Women’s High Performance Football Centres offering at universities. The opportunities the programme creates will be invaluable to coaches </em><em>and the wider workforce </em><em>wanting to take their next steps in women’s football. </em></p>

<p><em>“We are also thrilled to have also extended our partnership with all the universities we work with for another two years and cannot wait to continue the great work in the women’s and girls’ game.</em></p>
<p>“With 10 centres across the country, there’s real depth and breadth to the programme and opportunities for coaches nationwide.”</p>

<p><strong>Dr Dave Parry, Director of Sport at the University of Essex</strong> said: <em>“We are delighted to have been selected by The FA and England Football Learning to be one of their Women’s High Performance Football Centres.    </em></p>
<p><em>“The success of the Lionesses at the UEFA Women’s Euros has inspired the whole country, and there really couldn’t be a better time to be part of the next phase of growing the women’s and girls’ game and developing coaches and support staff.”</em></p>

<p>On the renewal, <strong>Phil Cook, Head of Development at Manchester Metropolitan University</strong> added: <em>“We are excited to enter our sixth</em><em> </em><em>year of the project and are delighted to be one of ten universities nationally with a WHPFC. One area of growth has been the Women’s Goalkeepers Centre hosted at our Platt Lane Sports Complex where over 40 goalkeepers now train whilst being supported by FA accredited coaches and student volunteers.  </em></p>

<p><em>Our existing partnership with Manchester City Football Club has already opened up a number of exciting opportunities for our students, coaches and community, and we hope this new extension to our partnership will take the development of the women’s game to an even higher level.”</em></p>
