A grassroots leader has urged everybody involved in children’s football to get behind this weekend’s Play Safe campaign. Play Safe is a nationwide initiative from the Football Association to focus attention on the vital importance of safeguarding across our national game.

“The Play Safe campaign, in my opinion, is the most important campaign in the game,” he said. “There isn’t another time when football unites all the way from the grassroots game to the Premier League. More importantly it is what Play Safe represents, what it stands for, and who it stands for.

“It’s a prompt for all of us in football to learn, perhaps for the first time, what safeguarding in football means, who can help and where you can get help and advice. Also it’s a perfect time for us to be reminded of the role we play within the game.”

Play Safe is endorsed by the NSPCC and will be supported this weekend across every level of English football, including the Premier League, EFL, Barclays Women’s Super League, Barclays Women’s Championship, National League and throughout the grassroots game. This year’s campaign focuses on the safeguarding role that everyone can play – coaches, players, parents, carers, spectators and volunteers – to keep children and young people safe, no matter what the football setting.

On the pitch, up and down the country, grassroots youth team captains will be donning Play Safe armbands, while youth team coaches will be wearing Play Safe pin badges in support of the initiative. The FA is promoting its free online Safeguarding Awareness Course for Parents & Carers to raise awareness around safeguarding and how to report any concerns. It gives pointers on the questions that should be asked to ensure the club or venue where children play football has the correct safeguarding policies, people and practices in place. You can find the course here.

The FA’s Head of Safeguarding, Sue Ravenlaw, said: “The central push behind the Play Safe weekend is to create awareness for the vital safeguarding role they can play in football. It really is about Everyone, Everywhere, Every Time.

“The Play Safe weekend is a fantastic way of highlighting the importance of safeguarding and putting this at the forefront of people’s minds, not just for the weekend, but throughout the season. This year, our campaign is for everyone to know their role in safeguarding, and we look forward to seeing clubs at every level of the game showing their support across the weekend, to make sure football is safe, fun, and enjoyable for all.”

The FA’s Survivor Support and Safeguarding Advisory Group [FASSSAG] has added its support to the campaign. In a statement it said: “It’s essential that everyone in football – no matter if they’re actively involved, or on the sidelines – understands that they have an ongoing safeguarding role to play.

“Obviously Play Safe is 24/7 and 365, as is reflected in the Play Safe messaging of ‘everyone, everywhere and every time’, but this weekend helps with raising awareness of how everyone can help to create safe and positive football spaces, what inappropriate behaviours look, sound, and feel like and importantly how to report concerns.”

English football unites this weekend to promote Play Safe – our countrywide nationwide campaign to focus attention of the vital importance of safeguarding across our national game.

Our Play Safe campaign is endorsed by the NSPCC and will be supported this weekend across every level of English football, including the Premier League, EFL, Barclays Women’s Super League, Barclays Women’s Championship, National League and across the grassroots game.

This year’s Play Safe campaign focuses on the safeguarding role that everyone can play – coaches, players, parents/carers, spectators or volunteers – to keep children and young people safe, no matter what the football setting.

This season we are asking clubs and leagues at every level of the game to make a Play Safe Pledge and to tell us what they are planning to do to make a difference and highlight the importance of safeguarding over the Play Safe weekend. This includes grassroots youth team captains wearing Play Safe armbands and youth team coaches wearing Play Safe pin badges, up and down the country in support.

In addition, as part of this year’s Play Safe campaign, we are also promoting our free online Safeguarding Awareness Course for Parents & Carers to raise awareness around safeguarding and how to report any concerns. Our aim is for 100,000 people from across the game to have taken the course, which only takes 30 minutes to complete, by the end of 2024. The free course provides important information that guides parents and carers through questions they should ask to ensure the club or venue where children play football has the correct safeguarding policies, people and practices in place.

FA Chief Executive, Mark Bullingham, said: “We want everyone involved in football – particularly children and young people – to have a safe, positive and enjoyable experience. English football will come together this weekend with leagues and clubs across the country participating in our Play Safe Weekend, taking our Play Safe Pledge to help build awareness and understanding about the importance of safeguarding. We encourage everyone in the game to take part.”

The FA’s Survivor Support and Safeguarding Advisory Group [FASSSAG] has added its support to the campaign: “Creating safe environments in every football setting is a collective responsibility. It’s really important that every single person in football – no matter if they’re actively involved or on the sidelines – understands that they have an ongoing role to play. Knowing how to act on any concerns is vital and Play Safe is a key way to ensure everyone is vigilant and knows what to do if they become aware of any inappropriate behaviour.”

NSPCC Chief Executive, Peter Wanless, says: “Everyone has a role to play in preventing abuse and we’re pleased that the FA is again putting a spotlight on safeguarding awareness in football through the Play Safe weekend, which runs ahead of Keeping Your Child Safe in Sport Week 2-6 October. It’s great to see Play Safe is supported by every level of the game.”

The FA’s Head of Safeguarding, Sue Ravenlaw, said: “The Play Safe campaign has been instrumental in helping us raise awareness for safeguarding across English football. It was very well supported last year, with over one million people reached through some truly innovative activations by many leagues and clubs. Together, with all the football family and the NSPCC, we want to build on that success, and we are encouraging anyone in football to take our Play Safe Pledge to support the campaign.

“Another of our key targets is for 100,000 people to take part in our free online Safeguarding Awareness Course for Parents and Carers by the end of 2024. The feedback that we’ve received from parents and carers is that the course is excellent, so we hope everyone will take the short time it takes to complete it.”

Ian Critchley, National Police Chiefs’ Council – Lead for Child Protection and Abuse Investigation said: “The fight against child sexual abuse will never stop, and the Play Safe campaign highlights the focus and priority that society must place on tackling these awful crimes. Policing is working hard to target offenders and safeguard children, but we need everyone to play their part in having conversations with young people, as well as identifying early and reporting those who pose a risk to children.

“We know only too well from courageous victim testimonies of the lifelong harm abuse has on a child, and there is a collective responsibility to prevent it and root out those who commit these appalling acts of abuse . Education is one area that is fundamental to ensuring the safety of young people, and it is really encouraging to see that Play Safe is embraced by so many across the footballing community. This valuable work is fully supported by all of us in policing.”

To help all areas of English football support Play Safe, we have distributed various digital and print resources to County FAs, Leagues and Clubs across the country, who have been asked to pledge their support and commit to Play Safe-related activities this weekend.

You can read more about Play Safe 2023 and the Play Safe Pledge here: www.TheFA.com/PlaySafe

About the course

Safeguarding is everyone’s responsibility – but are you clear about the vital role you can play?

Safeguarding is about creating safe environments and preventing children from experiencing harm or abuse. Whether that’s your kids, the opposing players or even the ref, every young person has the right to enjoy football.

This short safeguarding for parents course is designed to help you to make an informed choice about the football setting you enrol your child in. It starts by explaining the importance of safeguarding in football and the child-centred approach the game takes.

It will then guide you through questions you should ask to ensure the club or venue where your children play football has the correct safeguarding policies, people and practices in place.

The course also highlights signs that should concern you – and how to report these concerns. Please scroll down if you want to read about the course in more detail.

Ultimately, we want you to make informed choices about where your children enjoy our great game.

The FA is doing everything it can to create safe and positive environments wherever your children play football. This course will enable you play an active role towards achieving that goal. Thank you in advance for taking it.

Increase your confidence regarding what safeguards should be in place at a child’s club or football setting, and how to check this

Increase your awareness of reporting concerns through recognised channels

Increase your awareness of the behaviours that are expected in children’s football environments

Play Safe is football’s national campaign to focus attention on the vital importance of safeguarding in our national game.

Thank you for all of your collective efforts regarding the planned Play Safe Weekend on Saturday and Sunday 1 and 2 October 2022, helping drive greater awareness of the safeguarding practice and culture in your club or organisation.

The campaign is officially supported by the NSPCC as well as the Premier League, EFL, Barclays Women’s Super League and Barclays Women’s Championship. It’s also being backed by every other level of the game across England.

This year’s focus remains on the key role of parents/carers in safeguarding, with two main messages being conveyed:
• Are you aware of the vital safeguarding role you play in football?
• Please take the new, short and free safeguarding course specifically developed for parents/carers, which can be accessed here.

There are various support and advisory services for survivors of childhood sexual abuse in football.

To read about these services go here

Importantly, encouragement to take the new course has come from FASSSAG – The FA’s Survivor Support and Safeguarding Advisory Group:

“We have inputted into the course and helped frame its key messages from our collective experiences. It’s vitally important to us that every parent/carer understands the role they need to play in football. Taking this course can make a real difference – we are asking every parent/carer to commit to help ensure football is ever-safer.”

The support of FASSSAG has been welcomed by FA chief executive Mark Bullingham, himself a parent and youth football coach.

“The FASSSAG has been important in helping us create our new strategy moving forwards and we really appreciate their input into the new course. I have taken the new course and encourage all parents/carers across football to take it too.

“Ultimately, safeguarding is everyone’s responsibility. We all need to ensure that everyone involved in football – particularly children and young people – has a consistently safe and positive experience of our great game. Play Safe reminds everyone of that responsibility and keeps safeguarding front of mind, which is exactly where it should be.”

Michelle North, Service Head of the NSPCC’s Child Protection in Sport Unit (CPSU), said: “Children and young people have a right to enjoy all sports including football with the confidence they will be safe. Everyone involved in sport has a role to play in preventing abuse, and so we’re pleased The FA is putting a spotlight on safeguarding in football through the Play Safe weekend, which runs ahead of our own Keeping Your Child Safe in Sport Week 3-9 October.

“We know from our experience that parents and carers can play a crucial role – and we’d encourage anyone whose children play football to check out the new online course. If anyone who has concerns about the safety of a child they can call the NSPCC FA-designated helpline on 0808 800 5000.”

To help all parts of football support Play Safe 2022, various digital and print resources are being distributed as well as links to two short films, which you’ll see on this page from the Play Safe weekend onwards.

As FA head of safeguarding Sue Ravenlaw says: “Play Safe demonstrates that across the game we are all united in the intent to keep children and young people safe in football.

“As adults it’s essential that we all work together – including with parents/carers – to create positive football settings where children thrive and feel confident to speak up if they are not feeling ok.

“Backing the Play Safe campaign gives clubs and leagues a particular moment, early in the season, to talk with parents/carers, players, coaches, managers, first aiders and spectators and reinforce their safeguarding practice and what’s expected of everyone involved.

“There are robust reporting systems in place across the game and The FA has a professional Safeguarding Case Management team. The Premier League and EFL Safeguarding Standards, as well as the Safeguarding 365 Standard for County FAs, emphasise the everyday place safeguarding has in football. Premier League and EFL clubs and County FAs, are independently assessed to ensure safer working practice is continuously evolving across the country.

“Play Safe naturally aligns with and shows our support for the NSPCC’s Keeping Your Child Safe in Sport Week campaign.”

So whatever your role in football – whether an active participant or an administrator – please remember safeguarding is everyone’s responsibility.

For example:

If you’re a coach working with children:
• Is your DBS Check up to date?
• Are you up to date with The FA’s ‘Safeguarding Children’ course?
• Do you regularly check-in with your players and help them to feel safe to share their thoughts and speak up about any concerns?
• Are you following safe practice when communicating with under-18s for example via social media and in your coaching sessions?

If you’re a board or committee member at a club or league:
• Have you taken or refreshed The FA’s ‘Safeguarding for Committee’ members’ course?
• Does your club have a formal welcome process for new players and their parents/carers?
• Are all your club’s safeguarding policies and procedures up to date?
• Are your club welfare officers contact details widely available?
• Is safeguarding a constant item on your main meeting agendas and in your club’s day-to-day practices?
• Does your club encourage openness and ensure that members adhere to the codes of conduct and acceptable behaviours?

If you’re a parent/carer:
• Do you know your child’s club welfare officer?
• If so, do you have their telephone number in your phone, as well as that of the NSPCC?
• Are you up to speed with your child’s club’s safeguarding policies and procedures?
• Have you taken The FA’s free online ‘Safeguarding Awareness for Parents/Carers’ course?
• Do you regularly check-in with your child to see what they are enjoying/not enjoying and why?

If you’re a club or league welfare officer:
• Do you know who your County FA Designated Safeguarding Officer is?
• If so, do you have their telephone number in your phone?
• Have you reviewed your club’s or league’s safeguarding policies and procedures recently?
• Are you proactively encouraging parents/carers to do the free FA ‘Safeguarding Awareness for Parents/Carers’ course?

For more information on the safeguarding framework The FA has in place, together with numerous helpful guidance notes, please click here.

If you are worried about a child, it’s vital you report your concerns. Doing nothing is not an option. It’s also important you stay calm, and if any child is present, reassure them they are not to blame. But don’t make promises of confidentiality or outcome.

There are five ways to report a concern:

1. To your club or league designated safeguarding officer – please find out from your club who these people are;
2. To your County FA designated safeguarding officer. Click here for a list of County FA contacts;
3. By emailing The FA safeguarding team at safeguarding@TheFA.com;
4. If urgent and you cannot contact your club, league or County FA designated safeguarding officer, you can contact the NSPCC Helpline for expert advice and support on 0808 800 5000 or help@nspcc.org.uk;
5. If it is an emergency because a child or children are at immediate risk, then call the Police or children’s social care in your area.

As football’s governing body in England, safeguarding is a fundamental aspect of The FA’s role – and that of its affiliated members.

Collectively we have an ongoing duty to ensure the game is a safe, positive and enjoyable experience for the millions of children, young people and adults who regularly play, watch, coach, referee and volunteer.

Our united approach to safeguard across the game is driven by a clear three-part strategy:

Implementing preventative safeguarding measures (such as safer recruitment) to create fun, safe football environments;

Making the reporting of concerns as easy as possible;

Ensuring safeguarding, child protection and adult at risk concerns are investigated swiftly and thoroughly in conjunction with statutory agencies – and with demonstrable outcomes.

This ongoing work is all underpinned by our policies, procedures and regulations – each of which you can easily access from the downloads under ‘Useful Resources’ at the foot of this page.

We recognise that for safeguards to be effective across the game, we all need to understand the role we must play. Our national network of Designated Persons (individuals who have taken on a key role to drive safeguards within County FAs, clubs and leagues) is fundamental to help provide access to and support with our policies, preventative measures and reporting processes.

The information you will find below in our useful resources section aims to help everyone have access to safeguarding information.

Ultimately, individual responsibility is imperative.

Information to support grassroots Open Age Adult non-disabled and disability teams and clubs with 16/17 year-old players should refer to 1.4 and 10.5 for support.

Together, let’s protect our wonderful game – and everyone within it – now and for the future.

When we initially launched the investigation it was focussed on allegations made in connection with Newcastle United Football Club but with more victims now bravely coming forward, we have broadened the investigation.

“Our specially trained officers have been in contact with a number of people who have taken the hugely brave step of speaking to us.

“My plea to those affected is please don’t suffer in silence, we would like you to come forward, our officers are trained and able to investigate and we work closely with other support organisations to ensure we provide the best possible service to you.

“We also urge anyone who may have any information regarding child sexual abuse to come forward.”

Following the statement from Northumbria Police, the Foundation of Light issued the following statement:

We are currently helping Northumbria Police with their enquiries about a case of non-recent sexual abuse relating to a former employee.

“Foundation of Light is an organisation that is dedicated to improving people’s lives and over the years we have supported many who have suffered abuse, as well as forging positive working relationships with Northumbria Police.

“We are extremely saddened to hear of the allegations and will do everything in our power to support this investigation.

“Our concern is primarily with those who have suffered abuse and we would encourage any others who have suffered abuse in the past to contact the NSPCC on 0800 023 2642.

“To prevent abuse all Foundation of Light staff undergo rigorous safeguarding training; Foundation of Light employs a safeguarding officer as is suitable for an organisation of its size and type and DBS checks are undertaken on all appropriate staff.

“We also adhere to strict safeguarding procedures to protect the thousands we work with every day and take allegations of abuse very seriously.

“As this is an ongoing police investigation it would not be appropriate for us to comment in more detail at this stage.”

Grooming is when someone builds an emotional connection with a child to gain their trust for the purposes of sexual abuse, sexual exploitation or trafficking.

Children and young people can be groomed online or face-to-face, by a stranger or by someone they know – for example a family member, friend or professional.

Groomers may be male or female. They could be any age.

Many children and young people don’t understand that they have been groomed or that what has happened is abuse.

Signs of grooming

The signs of grooming aren’t always obvious and groomers will often go to great lengths not to be identified.

If a child is being groomed they may:

be very secretive, including about what they are doing online

have older boyfriends or girlfriends

go to unusual places to meet friends

have new things such as clothes or mobile phones that they can’t or won’t explain

have access to drugs and alcohol.

In older children, signs of grooming can easily be mistaken for ‘normal’ teenage behaviour, but you may notice unexplained changes in behaviour or personality, or inappropriate sexual behaviour for their age.

Things you may notice

If you’re worried that a child is being abused, watch out for any unusual behaviour.

withdrawn

suddenly behaves differently

anxious

clingy

depressed

aggressive

problems sleeping

eating disorders

wets the bed

soils clothes

takes risks

misses school

changes in eating habits

obsessive behaviour

nightmares

drugs

alcohol

self-harm

thoughts about suicide

If you’re worried about a child, contact the NSPCC helpline on 0808 800 5000.

Grassroots understands that the number of people that have came forward and reported abuse within football, current and historic, to police forces around England now stands at 350.

What at first appeared to be isolated cases may well turn out to be the biggest scandal to rock football in recent memory, the shear numbers coming forward have led organisations such as The FA and The NSPCC to put in place dedicated helplines for victims.

The scandal surrounding allegations of historical child sex abuse in football could spread to other sports, a senior police officer has warned.

A “significant” number of other alleged victims of abuse are likely to come forward and further sporting governing bodies may report similar problems, Chief Constable Simon Bailey, the National Police Chiefs’ Council (NPCC) lead for child protection, said.

The horrifying thought that this could be happening within a sport followed by and loved by millions of children leaves a chill running down our spines.

The NSPCC which this week set up a dedicated hotline – on 0800 023 2642 – for football-related cases.

Ex-youth football coach Barry Bennell, who is at the centre of a sex abuse scandal, has been taken to hospital after being found unconscious.

The convicted sex offender was found at an address in Knebworth Park, Stevenage on Friday, Thames Valley Police said.

The force said it was called to a “fear for welfare” incident and the 62-year-old was still in hospital.

Bennell was named last week by several former footballers who alleged they were abused as children.

Four police forces are now investigating claims of historical abuse.

Former Crewe player Andy Woodward was the first to speak out about the abuse he said he suffered at the hands of Bennell.

More on this story as it unfolds.
